Quality Counts 2004 examines the state of
special education
Education Week's Quality Counts 2004 report
on the state of special education in the
U.S. finds significant achievement gaps
between special and general education
students in most of the states surveyed.
Quality Counts also contains an annual
report card for each state measuring
progress in the areas of standards and
accountability, school climate, teacher
quality and resources.
