Tennessee district relaxes qualifications for
substitute teachers
To create a larger pool of fill-in teachers, the
Clarksville-Montgomery County (Tenn.) School
System is allowing more high school graduates,
some as young as 21, to substitute teach. The
shortage of substitutes has been so dire that
teachers have had to give up planning periods
and combine classes to cover gaps.
